It is a fairly schizophrenic position they've taken. The API performance itself supports their claims they care about the developer community (see our post on it https://apimetrics.io/twitter-apis/) - but their current action AND all the past actions do not support the data. I will say that praise where it is due, they've actually kept the API performing really well despite the clear challenges.
